And I too would LOVE to know what that blurred out area is. The map was no help on this; just looks like more water. Military ship docking, maybe?

If you click 'Google Earth Community' in 'Layers' you can also see the name of that part..
It's a shame we can't see it now, earlier on this part wasn't blanked out.
From: liflafWrong. The blurred out part is the Royal Navy Headquarters. The National Maritime Museum lies within its premises.

The IJ-tunnel indeed connects northern-Amsterdam with the main city. The National Science Museum, NEMO, sits on top of its south mouth.
