Not sure if it's that "New Century" ship or not, but it's certainly not an aircraft carrier. Notice that there is no offset landing deck.

I'm leaning towards the Car Hauler.

It wouldn't be a Aircraft Carrier, but a some sort of Amphibious Assault Ship is possible??

The only other carrier class I can think of that's in service, is rectangular shaped, and would be in U.S. Waters is the Essex class. This simply does not have the 'island' that carriers always have on the starboard side of the flight deck.
