It appears, according to the Wikipedia, in Nov, 2005 the white paint was stripped and the letters were repainted. "Refurbishment began again in November 2005, as workers stripped the letters back to their metal base and repainted them white." Quote from Wikipedia article. Maybe this shot was taken during the repainting process.

It appears black because you are seeing the backs of the letters. Notice the angle of view of the radio tower. Almost like looking down and back, not from directly above.

Oh, that makes sense...I would have figured that out if I'd looked closely and noticed the Ls and the W are upside down ;-)
