From: baltimoreIt would perhaps be more accurate to say that the devastation was caused by the failure of the I-Walls that can be seen slightly to the West. The houses were pushed East by a wall of water by flooding when those retaining walls (often misidentified as "levies") failed. They were built by the Army Corps of Engineers, who can be seen rebuilding them in this satellite photo.
