From: dthreeThese are for testing arrester cable systems, the one's that "catch" the aircraft landing on a carrier. They send a rocket sled down a track towards the cable system for testing. Occasionally, the cables fail and the sled goes flying off the end of the track into the sand, and sometimes the woods beyond.
