This area just west of RAAF Pearce is used by the Australian Army as a training drop zone. The area to the left of the 'V' is used for training Air Despatchers. The 'V' is used by parachutists from the Airborne units of the Army for training. The 'V' is simply a target area for them to identify from the air when jumping.
